On 12 June 2014, Andrew Gracie of the Bank of England launched a framework (“CBEST”) to facilitate testing to identify the areas in which the financial sector might be vulnerable to cyber-attack. CBEST uses both Government intelligence and accredited commercial  providers  to  undertake the testing. CBEST provides: (i) access to cyber threat intelligence and cyber threat intelligence analysts, (ii) tests that replicate cyber- attacks, (iii) standard key performance indicators in order to assess the firm’s ability to detect and respond to cyber-attacks, and (iv) access to information that can be used to assess other parts of the financial services industry.
