DOS has finalized a rule implementing certain provisions of the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA). The IRTPA provides that U.S. citizens and nonimmigrant aliens must enter the U.S. with passports or other documents designated by DHS as satisfactorily establishing identity and citizenship.
The Rule amends Part 51 of Title 22 of the Code of Federal Regulations to add “Passport Cards” as an acceptable form of documentation. Such cards are issued to U.S. citizens on the same basis as regular U.S. passports. Effective February 1, 2008, Passport Cards are valid only for departure from and entry to the United States through land and sea ports of entry between the United States, Mexico, Canada, the Caribbean, and Bermuda.
