EPA has published a final rule establishing National Emission Standards for Hazardous Air Pollutants (NESHAP) for the Portland Cement manufacturing industry. 75 Fed. Reg. 54,969 (9/9/10). The final rule revises emission limits for mercury, total hydrocarbons (THC) and particulate matter (PM) from new and existing kilns located at major and area sources, and hydrochloric acid (HC1) from new and existing kilns located at major sources.  

The standards for new kilns apply to facilities that commence construction, modification or reconstruction after May 6, 2009. It also revises New Source Performance Standards (NSPS) for Portland Cement plants by revising emission limits for PM, opacity, nitrogen oxides (NOx), and sulfur dioxide (SO2) for facilities that commence construction, modification or reconstruction after June 16, 2008. The final rule is effective November 8, 2010.
