The U.S. Department of State (DOS) recently released its December 2008 Visa Bulletin. Unlike previous Visa Bulletins, this Visa Bulletin contains no advancements for any of the employment-based immigrant visa categories. The DOS previously indicated that it anticipated slow movement in all of the employment-based immigrant visa categories for the near future. However, the December 2008 Visa Bulletin contains no movement. Additionally, the DOS did not include any comments in the Visa Bulletin as to why none of the categories were advanced. Although the U.S. Citizenship and Immigration Services (USCIS) has indicated to the DOS that it has a significant number of pending adjustment of status applications which are waiting for visa numbers, it is assumed that the DOS will at least continue to slowly advance the employment-based categories in the upcoming months in order to fully to use all of the available employment-based immigrant visa numbers in fiscal year 2009.
