On 25 October 2011, the European Commission published, “Buying Green!” a revised handbook on how to take into account environmental protection characteristics in public procurement. It contains practical guidelines and case law examples dealing with factors such as: 

  • pre-commercial procurement of research and development to identify solutions; 
  • life cycle costing decisions; 
  • choice of the appropriate procedure; 
  • defining requirements and drawing up environmental technical specifications; 
  • use of eco-labels and national green public procurement criteria; and 
  • selection of bidders and evaluation of contracts.
