In September 2008, the Committee of European Banking Supervisors (CEBS) published the second part of its advice to the European Commission on liquidity risk management which included 30 recommendations. In October 2008, CEBS decided to provide follow-up guidance while allowing for the prioritisation of topics to be addressed, leading to sequential deliverables over 2009 - 2010.
CEBS has now published its interim report on liquidity buffers and survival periods. The report provides a follow-up to recommendation 16 focusing on liquidity buffers and their related survival periods.
The report is not intended to provide an all-encompassing solution to the management of liquidity, liquidity risk and liquidity stresses, but only to provide a solution to manage their ‘front end’. The report will be developed into a Consultation Paper by mid-2009.
