A June 22, 2011 article in the Columbus Dispatch reported that the Ohio General Assembly has finalized House Bill 133, which overhauls the process for entering into oil and gas leases on state-owned lands.  Perhaps the most important feature of the legislation is the creation of a five-member Oil and Gas Leasing Commission, which will be chaired by the Chief of the Division of Geological Survey (currently State Geologist, Larry Wickstrom).  The Oil and Gas Leasing Commission will oversee and coordinate the leasing process.
