The CLLS has responded to Treasury’s review of the Money Laundering Regulations (MLR). It supports a repeal of the criminal sanctions for breach of the MLR, as it feels the appropriate place for criminal sanctions is for breach of the primary money laundering offences. It also comments regulators must better acknowledge the risk-based approach, otherwise high-quality staff will be lost to the industry because they fear prosecution for exercising their judgment.
