On May 29, 2009, the White House released the " Cyberspace Policy Review," the product of a 60-day comprehensive study conducted by the National Security Council (NSC) and Homeland Security Council and led by Melissa Hathaway, Acting Senior Director for Cyberspace for NSC. President Obama commissioned this study in February in order to assess U.S. policies and structures for cybersecurity.
The Review does not focus on net neutrality; however, part of the mid-term action plan it proposes is to "[d]evelop solutions for emergency communications capabilities during a time of natural disaster, crisis, or conflict while ensuring network neutrality." Although this is the only explicit reference to net neutrality in the Review, the President's own remarks upon its release reveal the Administration's intentions with regard to net neutrality: "I remain firmly committed to net neutrality so we can keep the Internet as it should be -- open and free." Some have seized upon this statement and the Review as a further indication that network neutrality regulation remains a priority for the Obama Administration.
