In order to revitalize the efforts to use Public Private Partnership (PPP) structures for German transport infrastructure projects the Federal Transport Ministry has taken the following initiatives:

  • Appointment of an expert team which in cooperation with all interested parties is to draft a master concession agreement and a master toll decree. These two master agreements are to complete the law on private road financing (Gesetz über den Bau und die Finanzierung von Bundesfernstraßen durch Private) of 1994 which permits the levying of tolls for certain transport infrastructures such as tunnels, bridges, by-passes and so on.

  • Appointment of an expert commission with the task to recommend to the ministry further structures by which private financing for public transport infrastructure projects can be realised.

Both groups of experts are supposed to submit their reports by the middle of next year. It is hoped, that these reports and the work done in implementing these reports will encourage the use of PPP for German transport infrastructure projects.
