The road tunnel under the river Warnow in Rostock, a €150 million project in the former German Democratic Republic, is the first, and so far only, toll-based and project-financed road infrastructure in Germany under the 1994 Law on the Private Financing of Federal Roads. The financial closing occurred in March 2000 and construction has already begun. It is expected that the financial closing of this ground-breaking project will improve the chances of further projects earmarked for private financing by the Federal Ministry of Transport being realized. An expert report on private financing of road infrastructures, commissioned by the Federal Ministry of Transport, is scheduled for publication in September 2000. This report will also include a master concession agreement and a master toll decree, and should further advance public-private partnerships as regards road infrastructure in Germany.
