Enforcement and Sanctions


The Post Office (Bailiwick of Guernsey) Law 2001 came into force on October 1 2001 and provides for the provision of postal services under the new regulatory regime (see Regulation of Utilities is Overhauled).

Licensing

The Post Office Law makes it illegal (subject to certain exceptions) to provide postal services in the Bailiwick of Guernsey without a licence granted by the director general of utility regulation.

Exceptions
The most important exception to this rule is the provision of postal services which are not reserved services.

The director general may, by order, designate those postal services described in any order as reserved postal services where he believes that the order is necessary in order to enable the provision of a universal postal service, or so as to comply with a direction of the States (government) of Guernsey.

Enforcement and Sanctions

The Post Office Law provides sanctions for breach of any condition of a licence or the Post Office Law, including financial penalties and suspension or revocation of a licence.
