The Securities Commission Malaysia issued the Guidelines on Corporate Governance for Capital Market Intermediaries on 31 December 2021. Except for paragraphs 5.04-5.08, which will only come into effect on 1 July 2022, the other provisions in the guidelines came into effect on 31 December 2021.

The guidelines only apply to holders of the company capital markets services licence (CMSL holder). They set out the requirements that a CMSL holder must comply with to ensure that a robust corporate governance structure, as well as policies and practices, are in place to safeguard against unethical conduct, mismanagement and fraudulent activities. Pursuant to the guidelines, if the CMSL holder is subject to more than one governance-related requirement, the stricter requirement will apply.
