The Insurance Block Exemption Regulation (IBER) provides exemptions from the European antitrust rules, for agreements between insurers relating to joint compilation of information, studies and tables and for those relating to co-insurance or co-reinsurance pools. This Regulation expires on 31 March 2017. However the Commission is hesitating renewing it because the IBER now seems to be of limited relevance. With regard to the compilations, the Guidelines on horizontal cooperation already offer guidance on how to assess the admissibility of this type of cooperation under competition law. The Commission would then provide some complementary guidance specific to the sector. With regard to the pools, the IBER would be of little use.
