On Oct. 23, 2015, Hydro-Québec Distribution (HQD) issued a request for proposals to develop, build and operate a wind farm with 6 MW of installed capacity in the Îles-de-la-Madeleine, Québec. HQD is the distribution division of the provincially-owned power utility, Hydro-Québec.
The generation capacity of the wind farm will be integrated into the off-grid system of the Îles-de-la-Madeleine, with a view to reducing the overall cost and carbon footprint of electricity generation on the islands. Electricity for these islands is now generated entirely by the Cap-aux-Meules plant, the largest diesel-fired generating station in Québec.
HQD is looking for a developer who will ensure the development, construction and operation of the wind farm, using proven wind turbine technology that is also certified for cold climates. Bidders must also demonstrate local support in the form of a resolution from the Régie intermunicipale de l'énergie Gaspésie-Îles-de-la-Madeleine, which will be a partner in the wind farm. The successful bidder must conclude a partnership agreement with this body in order to enter into a 20-year term electricity supply contract (i.e., a power purchase agreement) with HQD in relation to the project. The electricity supply contract will need to be approved by the provincial energy regulator, the Régie de l’énergie.

It is anticipated that this request for proposals will be the first of a series of others to meet the needs of off-grids systems (those not interconnected to the main system) throughout Québec, with the objective of reducing the overall cost of electricity generation and the environmental footprint of these off-grid systems, which rely on fossil fuels.
