Singapore Regulates Third-Party Taxi Booking Services On 11 May 2015, the Singapore Parliament passed the Third-Party Taxi Booking Service Providers Bill to regulate the provision of third-party taxi booking services. Under this proposed new law, thirdparty taxi booking service providers with more than 20 participating taxis, such as GrabTaxi, Easy Taxi and Uber, will need to register with the Land Transport Authority of Singapore. These registered third-party taxi booking service providers must only dispatch licensed taxis that are driven by licensed taxi drivers. This will ensure that all taxi services provided are regulated under the existing Taxi Quality of Service and Taxi Driver’s Vocational License regulatory framework. Additionally, information on the fare rates, surcharges and fees payable for the taxi journey must be disclosed upfront to the commuter, and bidding and pre-trip tipping for taxi services will be prohibited. The Bill is expected to take effect as law as soon as Presidential assent is granted. For more information, please contact Ken Chia, Yi Lin Seng or Quan Nguyen.
