On December 16 2015 the governing body of the National Hydrocarbons Commission (CNH) approved the call for Bidding Process CNH-R01-L04/2015. The bidding process was subsequently published in the Federal Register and the bidding guidelines were published online at www.ronda1.gob.mx.

The bidding process will be conducted for the award of licence agreements for the exploration and extraction of hydrocarbons in deep and ultra-deep waters in the Gulf of Mexico. A total of 10 contract areas will be awarded.

The bidding guidelines are largely based on the same terms as those governing the three previous bidding processes of Round 1.

Operators and non-operators will be allowed to pre-qualify in this process. The guidelines provide for a period during which pre-qualified bidders can decide whether to remain as individual bidders or continue as joint bidders.
