On March 4, 2015, Hydro-Québec Distribution (“HQD”) issued a new request for proposals for the purchase of up to 500 MW of firm capacity and the related energy during “peak periods”.
The energy offered by bidders will need to be available for at least 300 hours per year, mainly during the winter period, in accordance with a delivery schedule which may be communicated by HQD at any time on a four hour minimum prior notice.
The RFP is open to all bidders, including the Production division of Hydro-Québec, and to all sources of energy and types of commercially recognized generation technologies. The electricity must origin from new or existing facilities located in Québec or, subject to certain conditions, outside of Québec. Deliveries of electricity must commence between December 1, 2018 and December 1, 2019.
Bidders can offer a fixed capacity of up to 500 MW, but not less than 25 MW. Bidders are asked to propose a pricing formula which includes a capacity component and an energy component, each of which may be indexed based on an index specific to it. The term of the power purchase agreements will be 20 years from commencement of deliveries.
Interested bidders are required to register for the RFP by April 1, 2015 and the bid submission deadline is May 5, 2015.
