On November 10, 2016, the Federal Register published Presidential Notice of November 8, 2016 – Continuation of the National Emergency With Respect to the Proliferation of Weapons of Mass Destruction, which extends for an additional year the national emergency first declared in Executive Order (EO) 12938 of November 14, 1994 to deal with the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States posed by the proliferation of nuclear, biological, and chemical weapons (weapons of mass destruction) and the means of delivering such weapons. EO 13094 (July 28, 1998) and EO 13382 (June 28, 2005) amended EO 12938. The national emergency is being extended because the proliferation of weapons of mass destruction and the means of delivering them continues to pose an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States.
