By Commission Implementing Regulation (EU) 2015/274, which amends Council Regulation (EC) No 881/2002, the EU has introduced an asset freeze against Denis Cuspert under the restrictive measures regime in place in respect of Al-Qaida. Mr Cuspert is a German national and former music artist who is now deemed to be affiliated with ISIS.

Mr Cuspert was added to the UN Al-Qaida Sanctions List on 10 February 2015 by the UN Security Council Committee established pursuant to UN Security Council Resolutions 1267 (1999) and 1989 (2011) concerning Al-Qaida and associated individuals and entities. ISIS is listed as Al-Qaida in Iraq on the UN Al-Qaida Sanctions List. A narrative summary of the Committee’s reasons for listing Mr Cuspert is available here.
