The Basel Committee has issued a consultation on proposed guidance for the regulation and supervision of institutions relevant to financial inclusion. The guidance examines the risks presented by banks and non-bank financial institutions trying to reach  unserved and underserved customers and suggests guidance for prudential supervisors on the application of a proportionate regulatory and supervisory approach. It identifies the need for additional guidance on 19 of the 29 core principles. The consultation also addresses issues related to consumer protection and anti-money laundering and combatting the financing of terrorism. Consultation closes 31 March 2016.
