The recently-installed environment minister Jairam Ramesh has said India will not accept any emissions targets imposed through US legislation. The Bill would seek to penalise those countries, like India, which do not commit to any reductions in carbon emissions. Although India has one of the lowest carbon emission levels, it is set to rise substantially in the future.
