From October 1, 2015, the “three-certificates-in-one, one-license-one-code” registration system reform will be implemented nationwide. The reform replaces the previous business license (issued by the Administration for Industry and Commerce), organization code certificate (issued by the Quality and Technology Supervision Authority) and tax registration certificate (issued by the Tax Authority) with one new business license containing a single identification code, i.e., the unified social credit code. Newly established companies will be granted the new business license by the competent industry and commerce authorities without having to apply for tax registration. 2
