On September 30, 2016, the FAR Council issued a final rule creating a new FAR clause to encourage offers from small business concerns and small business teaming arrangements or joint ventures. The final rule implements certain sections of the Small Business Jobs Act of 2010. It provides that contracting officers insert a new FAR clause, FAR §52.207-6 (Solicitation of Offers from Small Business Concerns and Small Business Teaming Arrangements or Joint Ventures) in solicitations for multiple-award contracts above the substantial bundling threshold of the agency. The clause states that the government solicits and will consider offers from any responsible source, including small businesses and joint ventures, including small business teaming arrangements.
