Romania has increased the minimum salary required for both the Standard Work Permit and the European Union (EU) Blue Card classifications. The EU Blue Card is a work and residence permit for highly skilled non-EU citizens. Pursuant to the new regulations, applicants for these work permit categories must meet the following minimum threshold requirements:

  1. Standard Work Permit: 2415 RON per month (approximately US $598); the threshold for 2014 was 2223 RON per month (approximately US $550)
  2. EU Blue Card: 9660 RON per month (approximately US $2,393); the threshold for 2014 was 8892 RON per month (approximately US $2,202).

Allowances and discretionary bonuses cannot be used to satisfy the minimum threshold amount, and the applicant’s base monthly salary, as stated on their employment contract, must meet the requirements above.
