Programmes run by the Homes and Communities Agency (HCA) led to the completion of 179,170 homes between 2011 and 2015.
This covered homes of all tenures, with one notable success being exceeding its target on the delivery of affordable housing.
Some 41,312 houses of the 51,187 properties completed in 2014-15 were classed as affordable, which is 50 per cent up on the figure for the previous 12 months.
The number of remaining homes - which were for sale on open market - was 45 per cent higher than it had been a year earlier.
Andy Rose, chief executive of the HCA, described 2014-15 as a "strong year of delivery for the agency", as it exceeded its completion forecasts across various programmes.
This, he said, will help to "support the housing ambitions of local places and communities".
Mr Rose added that the HCA is looking forward to working with the new government to "help maintain the momentum in delivering homes across all tenures and - ultimately - create successful places with homes and jobs".
