The German Federal Ministry of the Interior (BMI) has presented its draft for the first part of the statutory ordinance (Rechtsverordnung) specifying the criteria for critical infrastructures.The current draft defines thresholds for critical infrastructure within each industry, setting the criteria for classifying an enterprise as critical infrastructure. The main criteria is whether 500,000 citizens are supplied with the critical service. By applying these criteria, the BMI has identified 650 (not named) enterprises in the energy, water, information technology, telecommunications and food industries as critical infrastructure.

Now, the draft will be commented on by the federal states and the inter-trade organisations. The second part (concerning the remaining industries transport and traffic, healthcare as well as finance and insurance) is expected to follow until the end of 2016.
