On September 3, 2016, a new set of rules agreed upon by the central Government and the Regions came into effect. These rules changed some provisions applicable to mandatory training on health & safety for persons responsible for preventive and protective services ( Responsabile del Servizio di Prevenzione e Protezione or "RSPP") and persons in charge of preventive and protective services ( Addetto al Servizio di Prevenzione e Protezione or "ASPP"), as well as for other periodical training to employees.
The most interesting change concerns the possibility of using e-learning for certain specific training activities, such as the following:
- the basic "Module A" training course for RSPPs and ASPPs (such course is required to perform the roles of an RSPP and ASPP);
- refresher courses for RSPPs and ASPPs;
- training courses for the generality of employees, provided that this possibility is contemplated by regional legislation or by the collective bargaining agreement applied by the employer; and
- specific training in companies classified as low risk according to their Italian Standard Industrial Classification (or "ATECO code") regarding health & safety regulations.
Certain technical and organizational requirements, as set out in these new rules, will need to be met in order for online training to be valid.
