This new decree is part of the Spanish Redevelopment Strategy, the economic incentives of State Plan 2013-16 of development of rentals and redevelopment (€2.3 million) and the FEDER Funds 2014-20 for Sustainable and Integrated Urban Development (€1.5 million). The new law has integrated state legislation on town planning and redevelopment, urban regeneration and restoration, and merged the Town Planning Act of 2008 and Law 8/2013 on Urban Redevelopment, Regeneration and Renovation. It seeks a dual objective: to “clarify, harmonise and regularize the terminology and provisions of both legal texts” and to “structure and regulate in one single provision the precepts they contain”. 

In summary, the main objective of this consolidated text is to unify and prevent the dispersion of national legislation on town planning and urban redevelopment, regeneration and restoration. The Royal Decree has repealed previous legislation, specifically the aforementioned Town Planning Act of 2008 and almost all of the articles of the also mentioned Law on Urban Redevelopment, Regeneration and Restoration, having only preserved the sole repealing provision and final provisions except for the 19th and 20th articles.
