Joseph Rowntree Foundation: Major development projects – Connecting people in poverty to jobs: this report considers whether local partners can do more to ensure that unemployed people benefit from job and training opportunities created by development. It finds that while development projects create valuable employment and training opportunities, those opportunities do not automatically help to tackle unemployment and poverty. Drawing on both national evidence and action-research in the Leeds City Region, it demonstrates the opportunities and sets out a framework for action by local authorities, partner organisations and employers.
