TenneT has published new documentation in respect of the development of the offshore electricity grid through which future offshore wind farms will be connected to the existing onshore grid. The new documentation includes the:
- draft Realisation Agreement (REA);
- draft Connection & Transmission Agreement (CTA); and
- draft General Terms & Conditions.
The REA serves to regulate the realisation of the connection of the connected party’s generating facilities to the offshore grid. The CTA provides the conditions for the use of the connection and for the transmission of electricity for the connected party by TenneT. Both agreements will be subject to the General Terms & Conditions.
It should be noted that the documents anticipate the legislative proposal referred to as STROOM, which will merge the current Dutch Electricity Act and Dutch Gas Act. This legislative proposal is currently pending before the House of Representatives (Tweede Kamer, see here) and is expected to enter into force on 1 January 2016.
