On May 16, 2017, the State Administration for Industry and Commerce adjusted the list of items subject to approval before registration.

The representative offices of foreign airline companies, Sino-foreign equity joint ventures and Sino-foreign cooperative joint ventures engaging in printing, and wholly foreign-owned enterprises engaging in packaging and printing are no longer required to obtain approval before applying for registration and business licenses from the registration authority. However, the list still includes operating offices of foreign publishing enterprises and foreign broadcasting enterprises, and establishment of representative offices of foreign banks, foreign securities institutions and foreign insurance institutions.

The pre-approval requirements for business registration purposes no longer apply to pawn shops and their branches, enterprises engaging in printing, and the production licenses of civil aircrafts.
