Russia’s Ministry of Communications and Mass Media (Minkomsvyaz) issued a clarification on a new data storage law set to take effect next month.  Federal Law No. 242-FZ, which President Vladimir Putin signed in July 2014, requires data operators to store all personal data of Russian citizens in databases located in Russia.  The clarification explained that not all Internet sites accessible within the Russian Federation are subject to the new data localization requirements.  The Ministry said the purpose of the clarification is to “minimize tensions” surrounding the new law’s implementation.
