On February 8, 2010, the Committee for the Implementation of Textile Agreements (CITA) published in the Federal Register its request for comments on the Government of Singapore’s request for consultations with the United States for the purpose of modifying the rules of origin for certain apparel products under the US-Singapore Free Trade Agreement (USSFTA). Under USSFTA, the US President may proclaim a modification to the rules of origin for textile and apparel products pursuant to an agreement with the Government of Singapore. The Government of Singapore specifically seeks the United States’ agreement to revise the rules of origin for certain apparel articles to address availability of supply of certain fabrics within the territories of Singapore and the United States. CITA is seeking public comments on Singapore’s request with respect to whether the domestic industry can supply the fabrics at issue in commercial quantities in a timely manner. Comments must be received on or before March 10, 2010.
