Gifford Pinchot is known as the father of the US Forest Service and conservation.  He also created Pennsylvania's Liquor Control Board as a mechanism to discourage alcohol consumption.  80 years later, the LCB lives on, as the Pennsylvania Legislature again tabled the Governor's bill to privatize the LCB.  Legislative leaders intend to push again for privatization in the fall. 

Efforts are also stalled on interstate wine shipment bills in Massachusetts.  It has now been over 2 years since the US Court of Appeals declared Massachusetts restriction on interstate shipment of wine to be unconstitutional.  However, proposed legislation to allow interstate shipment remain stuck in legislative committees.
