On 14 February 2011, the European Commission published a summary of the responses it received to the White Paper on Insurance Guarantee Schemes (published in July 2010). The summary indicates that the majority of the 64 respondents are in favour of harmonising the existence and features of such schemes at EU level by introduction of a Directive. Most respondents were in favour of a mandatory national scheme in each Member State. Pan-EU schemes and mutual borrowing facilities between national schemes were largely rejected. Most responses advocated schemes covering both life and non-life insurance. The Commission aims to publish a legislative proposal on in relation to such schemes in December 2011.
