Both houses of Congress are working on the 2010 appropriations bill, which includes a provision directing the FCC to reauction the 700 MHZ D Block. The D Block failed to find a winning bid in a 2007 auction, when offered as a nationwide license to be used for a public-private partnership for a nationwide interoperable pubic safety network. The appropriations bill also would direct NTIA to develop a plan to combat illegal contraband cell phones in prisons.
