Following State Council’s Notice Guo Ban Fa [2016] No. 53 on accelerating registration reforms, the “Five Certificates in One” and “One License, One Code” reforms will be officially implemented nationwide from October 1, 2016.

These new reforms aim to introduce the social insurance registration and statistics registration certificates into the previous “Three Certificates in One” reform implemented October 1, 2015, which upgraded the business license (or registration certificates for representative offices) to include the former organizational and institutional code certificates and tax registration certificate.

Enterprises no longer need to apply separately to change or renew these two certificates, and any related reporting is included in the annual reporting system. All certificates will be obtained from a single authority by submitting one application; only customs, foreign exchange and foreign trade operation registrations will be carried out separately. However, unlike the 2015 reform, certificates already issued will be valid until January 1, 2018, and the authorities will not recall them.

The State Administration for Industry and Commerce, the National Development and Reform Commission, the Ministry of Human Resource and Social Security, the Statistics Bureau and the Legislation Office of the State Council jointly issued a further notice on July 28, 2016, to clarify the implementation of the new registration reforms.
