The FSC published an official opinion on August 11, 2015, stating that where a card issuing institution issues a new credit card to an existing cardholder and does not raise the credit limit, the issuer in principle need not seek proof of the cardholder’s income or assets within the last year; provided that the issuer ascertains from other sources that the cardholer’s financial condition has not substantially weakened, and that the issuer retains relevant records of such financial condition.
