The Ministry of Justice of Ukraine (the “Ministry”) has recently launched new online services pursuant to the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on Simplification of the Business Environment (Deregulation)” No. 191-VIII dated 12 February 2015 and the Order of the Minister of Justice of Ukraine “Certain Issues of Provision of Information from the Unified State Register of Legal Entities and Individual Entrepreneurs” No. 466/5 dated 31 March 2015.
With these reforms, any person in Ukraine and abroad can access the new official web-site of the Ministry and quickly obtain information from the Unified State Register of Legal Entities and Individual Entrepreneurs (the “Unified Registry”) in the form of an extract by online means. Previously, such extracts could only be obtained in paper form via the state registrar’s office, which often involved standing in queues for hours or even days, and which fostered corruption.
In order to obtain an extract from the Unified Registry in electronic form, a person now needs to (i) create an online request by filling in the criteria for the search (i.e., name or identification code of a legal entity, name of the director of a legal entity, etc.) and selecting the types of information to be included in the extract, and (ii) pay a service fee ranging from UAH 21,27 to UAH 48,68 (approx. USD 1-2), depending on the type of extract. Importantly, an electronic extract obtained online has the same legal force as a paper document. In addition, each electronic extract has a unique number confirming its authenticity and enabling the recipient to download and print as many electronic copies as needed.
The new web-site of the Ministry also provides convenient access to other online services which include, in particular, registration of a legal entity and obtaining information from the State Register of Proprietary Rights to Immovable Property. The Ministry plans to expand the scope of online services in the course of 2015. At the moment, the web-site is available in the Ukrainian language only, however, it is expected that an English version will be launched shortly.
These innovations introduced by the Ministry are aimed at contributing to improvement and ease of doing business in Ukraine and attracting investment into the country.
