On 23 August 2016, the Cabinet of Ministers of Ukraine announced the adoption of legislative amendments to create a new governance model for state agencies that cover intellectual property (IP).
The State Intellectual Property Service of Ukraine (SIPS) will be liquidated and its functions will be entrusted to the Ministry of Economic Development and Trade of Ukraine (MEDT). Currently, SIPS is the central state authority responsible for IP policy, granting patents and registering trademarks, etc.
Additionally, state-owned companies managed by SIPS (i.e. Ukrpatent, Ukrainian Agency of Copyright and Related Rights and Intelzakhyst) will be placed under the management of MEDT.
SIPS will continue operating until a separate governmental decree regulating MEDT activity in the IP sphere is adopted.
It is thought that this reform will improve the efficiency and management of the state agencies covering IP.
