The Council published notes from its ECOFIN meeting. Among the matters it discussed were:

  • progress towards the Financial Transactions Tax;
  • the Commission’s proposal for the European deposit insurance scheme and the completion of the banking union;
  • strengthening of anti-money laundering (AML) rules, the call for better co-operation between national financial intelligence units and for strengthened controls of non-banking payment methods, and for a swift and effective freezing of terrorist assets to be ensured throughout the EU. It also discussed a proposal from the Commission for a directive on terrorism, which includes the criminalisation of the financing of travelling abroad for the purposes of terrorism; and
  • recent Council decisions on the Securitisation Regulation and capital requirements for insurers.
