On October 28, 2014, the First Court of Appeals in Houston denied rehearing of a ruling in Acain et al. v. International Paper Services LLC that allowed a group of 57 Filipino workers to pursue human trafficking claims against International Paper Services LLC (“IPS”).

The workers alleged that they signed employment contracts with IPS based on false promises, were misled into paying “placement fees” for jobs that never materialized, were prevented from seeking other work in Texas, and barred from leaving the apartment complex where they lived unless they got permission.

The court concluded that it could exercise jurisdiction because the contracts were performed in Texas, the alleged harms took place in Texas, and most of the plaintiffs still resided in Texas.
