On October 19, the International Energy Agency released a preview of CO2 Emissions From Fuel Combustion concluding that carbon dioxide emissions from developed countries declined 6.5 percent year-on-year in 2009, while emissions in developing countries – led by China and India – rose 3.3 percent in the same period. The full report is to be released right before the United Nations climate summit in Durban, South Africa this November.
