The Australian Communications and Media Authority (ACMA) has released a discussion paper containing proposals for the development of a radiocommunications licensing system for mobile telecommunications services in aircraft during flight. The paper proposes that such services be authorised by way of: (i) third-party agreements with spectrum licences for airspace above geographical areas where frequencies are spectrum licensed; and (ii) apparatus and class licensing in areas where frequencies are not spectrum licensed. ACMA invited submissions from interested parties.
