On 29 September 2011, the Commission announced that it had sent a reasoned opinion to Germany requesting it to ensure fair access to a waste disposal contract in Sachsen-Anhalt. Read more. On the same day the Commission announced that it had sent a reasoned opinion to Italy regarding the breach of the public procurement rules by the award of a contract for IT services to a company partly owned by the public authority in the region. Read more. The Commission also announced that it had sent a reasoned opinion to the Netherlands requesting it to respect the procurement rules when awarding contracts for processing and transporting used paper. Read more. If any of the recipients of the reasoned opinions fails to take measures to comply with the opinions the Commission may refer the matters to the European Court of Justice (“ECJ”).
