On 14 April the European Commission announced that it had begun infringement proceedings against the UK government over the use of behavioural advertising technology by internet service providers. This largely relates to the activities of Phorm, an advertising company that works with ISP’s to target advertisements more closely to the interests of individual users by examining internet packets without the clear consent of users.
