As from 26 January 2015, both the Chamber of Commerce and Industry of the Russian Federation and the State Registration Chamber with the Ministry of Justice have transferred both the responsibility for accreditation and the maintenance of the state register for branches and representative offices of foreign legal entities to the Federal Tax Service of Russia (the “Tax Authority”). Resulting from this, branches and representative offices of foreign legal entities are now obliged to undertake certain procedures as follows:

The accreditation of branches and representative offices of foreign legal entities in Russia will expire if those branches and representative offices have not fulfilled these requirements by the relevant dates.
These requirements do not apply to representative offices of foreign credit organisations and representative offices of foreign legal entities in the sphere of civil aviation.
We would advise that all affected branches and representative offices should prepare the relevant documents and file the necessary applications to the Tax Authority in advance of the final date. This will allow for extra time to settle any discrepancies and provide any additional information if this is required.
Our experience shows that the preparation of the relevant applications for the re-accreditation process as described above can take up to one week, since part of the application (relating to employed personnel) will have to be confirmed by the Chamber of Commerce and Industry.
