The government has published its Legislation Programme for Spring/Summer 2015.

We have set out below a list of key Bills of interest which are coming down the tracks, and the status of other important Bills which are currently before the Houses of the Oireachtas.

(1) Key Bills expected to be published in the coming months include:-

Finance

  • Consumer Protection (Regulation of Credit Servicing Firms) Bill – This Bill will provide for the sale of loan books by regulated financial institutions to unregulated financial institutions. It was published on 14 January 2015.
  • Finance (Tax Appeals Commission) Bill – This Bill will reform the functions and structure of the Office of the Appeal Commissioners who hear appeals against tax assessments and determinations by Revenue.
  • Companies (Accounting) Bill - This Bill will provide for options contained in the EU Accounting Directive 2013/34/EU.

Employment

  • Industrial Relations (Amendment) Bill – This Bill will provide a new legislative framework to address issues arising from the Supreme Court ruling striking down REAs.
  • Industrial Relations (Amendment) (No.2) Bill – This Bill will provide for any legislative changes required to deal with the Programme for Government commitment on collective bargaining rights.

Environment

  • Climate and Low Carbon Development Bill – This Bill will underpin national climate policy. It was published on 15 January 2015.
  • Planning and Development (No.1) Bill and Planning and Development (No.2) Bill – These Bills will, respectively, support actions in Construction 2020 and provide for the implementation of the planning recommendation of the Mahon Tribunal. The Government has already published the general schemes of these Bills.
  • Water Services Bill – This Bill will address outstanding issues reflected in the Government's Water Package in November 2014.
  • Maritime Area and Foreshore (Amendment) Bill – This Bill will streamline the development consent process for the foreshore, including the integration of certain parts of the foreshore consent process (under the Foreshore Act 1933) with the existing on-land planning system.

Other

  • Criminal Justice (Corruption) Bill – This Bill will consolidate the Prevention of Corruption Acts 1889-2010 into a single statute.
  • Hague Convention (Choice of Court) Bill – This Bill will put in place the legal arrangements necessary prior to EU ratification of the 2005 Hague Choice of Court Convention.
  • Horse Racing Ireland (Amendment) Bill - This Bill will amend and extend the Irish Horseracing Industry Act 1994, the Horse and Greyhound Racing Act 2001 and related matters.
  • Health (General Practitioner Service) Bill – This Bill will provide universal GP services to all persons over 70 years of age.

(2) Key Bills in respect of which heads have been agreed and texts are being drafted include:

  • Gambling Control Bill – Not possible to indicate when publication is expected.
  • Landlord and Tenant Bill – Not possible to indicate when publication is expected.
  • Mediation Bill – Publication is expected late 2015.
  • Sale of Alcohol Bill – Publication is expected late 2015.

(3) Key Bills in respect of which heads have yet to be approved by Government include:

  • Greyhound Industry (Amendment) Bill – Publication expected in 2015.
  • Assisted Human Reproduction Bill – Not possible to indicate when publication is expected. 
  • Health (Miscellaneous Provisions) Bill – Not possible to indicate when publication is expected.
  • Human Tissues Bill – Not possible to indicate when publication is expected.
  • Patient Licensing Bill – Publication expected in 2015.
  • Public Health (Alcohol) Bill – Publication expected in 2015.
  • Public Health (Retail Licensing of Tobacco Products) Bill – Not possible to indicated when publication is expected.
  • Data Sharing Bill – Not possible to indicate when publication is expected.
  • Personal Injuries Assessment Board (Amendment) Bill – Not possible to indicate when publication is expected.
  • Civil Liabilities (Amendment) Bill – Publication is expected in 2015.
