Attached are the matters set for consideration by the FERC commissioners open meeting on July 21, 2011. Of particular significance is the proposed rulemaking on transmission planning and cost allocations that could affect how "policy upgrades" for renewable are built and paid for, as well as transmission owner rights of first refusal to build upgrades to meet reliability, economic and policy needs. It is also of note that CAISO's transmission planning tariff is listed on the agenda; this raises some of the same issues as the more generic transmission planning and cost allocation rule.
